Canada Resumes Education-Focused Express Entry Draws: Lower CRS Threshold Signals Broader Opportunities for Skilled Immigrants

In a welcome development for international students and education professionals eyeing permanent residency in Canada, Immigration, Refugees and Citizenship Canada (IRCC) has conducted its first category-based draw targeting the education occupation group under the Express Entry system in over four months. The draw, held on September 17, 2025, issued 2,500 Invitations to Apply (ITAs) with a notably reduced Comprehensive Ranking System (CRS) cut-off score of 462 – a drop of 17 points from the previous such draw in May.

 

This move comes as part of IRCC’s strategy to address labor shortages in key sectors, including education, where Canada continues to seek qualified teachers, administrators, and support staff to bolster its public education system. According to official data, the draw targeted candidates with experience in occupations such as secondary and elementary school teachers, university professors, and educational counselors – roles classified under the National Occupational Classification (NOC) codes eligible for this category.

 

The shift toward more inclusive criteria could open doors for a wider pool of applicants. Previously, on May 1, 2025, the education category draw invited only 1,000 candidates at a higher CRS threshold of 479. This latest iteration not only doubles the number of invitations but also lowers the bar, potentially benefiting those with strong educational backgrounds but slightly lower overall CRS scores due to factors like language proficiency or work experience.

The education category, however, remains rare – this marks just the second such draw in the program’s history, following the inaugural one earlier this year. Other recent draws include a PNP-focused selection on September 15, a French-language proficiency round on September 4, and a CEC draw on September 3.

 

Eligibility for the September 17 draw required candidates to have an active Express Entry profile created before 4:24 a.m. UTC on July 9, 2025, and at least six months of continuous work experience in an eligible education occupation within the past three years. Successful invitees now have 60 days to submit a complete application for permanent residence.
