Targeted Immigration Measures Aim to Boost Canada’s Supply of Doctors

Canada has announced major new immigration measures to help address critical shortages in the health care sector—particularly the need for more licensed physicians. On December 8, 2025, the Honourable Lena Metlege Diab, Minister of Immigration, Refugees and Citizenship, together with Maggie Chi, Parliamentary Secretary to the Minister of Health, introduced targeted pathways designed to make permanent residence more accessible for international doctors already supporting Canada’s health system.
A New Express Entry Category for International Doctors
As part of the Government of Canada’s commitment under Budget 2025 to strengthen the labour market with highly skilled talent, IRCC will launch a dedicated Express Entry category for international doctors.
To qualify, applicants must:
Have at least one year of Canadian work experience in an eligible medical occupation
Have gained this experience within the last three years
Already be working in Canada on a temporary basis
This new category recognizes the invaluable contributions of internationally trained physicians who are filling essential roles across the country. Invitations to apply are expected to begin in early 2026, creating a clear and accelerated path to permanent residence.
5,000 Reserved Federal Spaces for Provincial and Territorial Nominations
In addition to the Express Entry stream, the federal government will reserve 5,000 admission spaces for provinces and territories specifically to nominate licensed doctors with valid job offers. These spaces are in addition to Provincial Nominee Program (PNP) annual allocations, providing expanded opportunities for retention of medical professionals.
Doctors nominated under these reserved spaces will also benefit from expedited 14-day work permit processing, allowing them to continue practicing in Canada while their permanent residence application is finalized.
