Express Entry PR Updates: Higher-Wage Priority
Canada is preparing to update its Express Entry system, the primary pathway for skilled workers seeking permanent residence (PR). Some of these changes—especially those affecting how candidates are ranked—may take effect sooner than expected.
A major proposed update is the introduction of a High-Wage Occupation factor, which would award additional Comprehensive Ranking System (CRS) points to candidates with Canadian work experience or a valid job offer in occupations paying above the national median wage. This change could be implemented ahead of broader system reforms.
Job offers under this factor will likely need to meet current requirements, including being full-time and supported by a Labour Market Impact Assessment (LMIA) or a valid exemption. Points may be awarded in tiers depending on how much the occupation’s wage exceeds the national median, based on Job Bank wage data linked to the occupation code.
The full set of Express Entry reforms is expected to take 12 to 18 months, as some changes require regulatory updates. However, CRS scoring changes—such as the high-wage factor—can be introduced more quickly through ministerial instructions.
Additional proposed updates include:
- CRS scores will be recalculated for candidates already in the Express Entry pool when changes take effect.
- Candidates who have received an Invitation to Apply (ITA) will be assessed under the rules in place at the time of their invitation.
- Age-based CRS points will remain unchanged.
- Points for Canadian education may continue but could be limited to higher levels of study.
- Skilled trades candidates may receive tiered CRS points, with higher scores for full certification.
- Applicants with foreign work experience only will remain eligible under the updated system.
